It's a shame, but the tragedy of the commons is real. I'm sure there are other ways of dealing with the problem of derelict boats, though I can't say what the best solution might be. If the author's suspicions are correct, and the motivation is simply money, then I suppose a real solution doesn't matter. I say "fight this" in your own community, wherever you are, however possible.
