Are you referring to the rope grommets?  Their function is to hold the oar to the pin, if that's what you mean.

I had an oarlock like this one: http://www.jamestowndistributors.com/userportal/woeimages/MarineSupplies/THE-2347.jpg

It worked very well for a 12' sculling oar on my CL Frisco Flyer....
