Phantom Jim, you can sail what you like where you like. Since the EU was meant to be a trade union we need classification for EVERYTHING so it is the same in every country. There are also quality specifications (CE) to be met for everything sold within the EU. This is a problem if you buy a boat in the US and sail it home you can use it but if it is not CE-certified you can not sell it...!
Sven Yrvinds (Lundin) previous boat which he sailed from Ireland to the Carribian was on a national boat fair and it had a sign saying that it was not to be sold because it didn't meet all CE-specifications.

I look for subtle places, beaches, riversides and the ocean's lazy tides.
I don't want to be in races, I'm just along for the ride.

Late to this particular party, but this thread reminded me of a friend that used to cruise the East Coast, from the Chez to the Islands, back and forth, for years, in an 18 ft open boat.  Lived aboard and everything.  Did the "tarp thing" as I understand it.

He was fond of retelling one story where he was sailing up the St. Johns River passing by one of the big, "international" cruising associations having a meet-up (SSCA? maybe, I don't recall)...they were all motoring.    :o

Dude had some awesome stories from those days.  Last I spoke to him he had bought some land and was going to try living ashore for what would have been the first time in probably 30 years or more.
